Scope
This specification applies to the planning, design, review, procurement, construction and installation, commissioning, acceptance and operation management of limestone/lime-gypsum flue gas desulfurization projects for newly built, expanded and renovated coal-fired, gas-fired, oil-fired thermal power plant boilers or heating boilers with a capacity of 400t/h (unit capacity of 100MW) and above, constructed simultaneously with the main project or retrofitted to existing boilers. For boilers below 400t/h, when the flue gas of several boilers is combined for treatment, or for other industrial furnaces and kilns using limestone/lime-gypsum wet desulfurization technology, reference may be made for implementation.
本规范适用于新建、扩建和改建容量为400t/h(机组容量为100MW)及以上燃煤、燃气、燃油火电厂锅炉或供热锅炉同期建设或已建锅炉加装的石灰石/石灰-石膏法烟气脱硫工程的规划、设计、评审、采购、施工及安装、调试、验收和运行管理。对于400t/h 以下锅炉,当几台锅炉烟气合并处理,或其他工业炉窑,采用石灰石/石灰-石膏湿法脱硫技术时参照执行。

The desulfurization efficiency of the flue gas desulfurization unit shall generally not be less than 95%, the design service life of the main equipment shall not be less than 30 years, and the availability of the unit shall be guaranteed to be above 95%.
The number of absorption towers shall be determined based on the boiler capacity, the capacity of the absorption tower, and the reliability requirements of the desulfurization system. For units of 300MW and above, one tower per boiler is recommended.
Existing units shall be equipped with a flue gas heat exchanger when installing a desulfurization unit. For newly built, expanded, and renovated thermal power plant construction projects, a flue gas heat exchanger should be installed when building a desulfurization unit; if it is considered not to install a flue gas heat exchanger, approval shall be obtained through the review of the environmental impact report of the construction project.
Under normal operating conditions, the concentration of mist droplets in the flue gas at the outlet of the mist eliminator shall not exceed 75mg/m3.
